Introduced by Rep. Bryan Cutler (R) on May 29, 2009, to amend the Pennsylvania Constitution by: limiting legislative sessions to January and February in odd-numbered years; increasing the terms of House members from two to four years, and staggering the terms of House members. The bill also establishes that legislators are to be compensated for their service. Finally, the bill provides for biennial budgeting in the Constitution.
