Introduced by Rep. Richard Mirabito (D) on July 21, 2009, to establish the operation of the Pennsylvania Government Accountability Portal, or "PennGAP," an online, searchable database to allow anyone to access and examine, by category and line item, all expenditures by state government and its agencies and departments, without cost to users. Exempt from the PennGAP database would be expenditures of less than $1,000 .
