Introduced by Sen. Mike Folmer (R) on February 20, 2009, to provide for a convention of citizen delegates to be held for the purpose of amending the PA Constitution. Specfically, the legislation requires a public referendum to be held at the November 2009 municipal election as to whether or not PA should hold a Constitutional Convention. A majority of voters must approve of convening the Constitutional Convention. The legislation further establishes that the scope of the convention would be the entirety of the PA Constitution, except that Article I would be off-limits. The legislation further provides for the operation of the convention and the qualifications and eligility guidelines for delegates.
